Part 5 - Logistics Support

SEAPRO Information

State Regulations and ADEC guidelines require an inventory of transportation equipment that will or may be used in a spill response to be provided in this section, as well as how it will be coordinated and maintained. All SEAPRO equipment is isted in Section 1 - Mobilization/Deployment Strategies, and Section 3 - Logistics Support. The scenarios in Section 1 - Response Scenarios provide sample illustrations of how logistics support will be coordinated in various situations and Section 1 - Transportation Times By Zone provides a tool to calculate the transportation times for various modes of transportation between SEAPRO zones for response coordination purposes. Information on SEAPRO equipment maintenance schedules is provided in Section 3 - Response Equipment. Maintenance of SEAPRO “member owned” equipment is the responsibility of each SEAPRO member and will be described in that member’s contingency plan. Other reference information needed for logistics can be found as noted below.

For SEAPRO member companies who do not have copies of the Southeast Alaska Subarea Contingency Plan (from where much of the information listed here is drawn), an inventory of aircraft and a description of airfields in Southeast Alaska by zone is provided as a quick reference. While the aircraft listed in the T3QRA may be called upon in a spill response, they are neither owned nor under contract to SEAPRO unless specifically noted. For inventories of Southeast Alaska tugs, barges, workboats, public vessels, public and private boom, skimmers, and temporary storage facilities, refer to the Southeast Subarea Contingency Plan: Resources.

Memorandum of Understanding (MOU) Member Equipment

As a part of SEAPRO Membership, member companies may make available equipment for use under contract during spill response. A current list of this equipment can be obtained by contacting the SEAPRO office or sending a request to info@seapro.org.

MOU equipment varies by member company, but generally falls into three catagories:

  1. Booming;
  2. Skimming; and
  3. Storage.

State of Alaska Regulations

State of Alaska regulations under 18 AAC 75.425 specify that the following information be included in the Logistical Support section of a contingency plan:

"Identification of aircraft, vessels, and other means that may be used to transport equipment and personnel during a discharge response, including information on ownership and availability of identified means of transportation." (18 AAC 75.425(e)(3)(E))

Alaska Department of Environmental Conservation (ADEC) Guidelines

ADEC Oil Discharge Prevention and Contingency Plan: Application and Review Guidelines provide, in part, the following information regarding required contents of this section:

"The plan must identify all transportation equipment, including aircraft, vessels and ground vehicles . . . that will be used to support the response, demonstrate how the logistics support will be coordinated for each spill scenario [and] describe procedures for maintaining and repairing all transportation and logistical support equipment . . . "
