A Waste Management Plan (WMP) should be prepared to address and document the methods and procedures for waste management in response to an incident. The overall response action will include, but not be limited to, collecting, containerizing, and shipping contaminated waste for disposal or recycling and other wastes as encountered.

Completion Instructions

A Waste Plan is a requirement for every spill response regardless of complexity and every "steady state" function that involves people and equipment. The plan is structured to allow for use during a simple event or the most complex. The plan is intended to provide the Operation Section information regarding the proper handling, collection, storage, transportation and disposal of contaminated materials and products recovered during a response.

Collection and Storage in the Field

Oily solid waste collected by cleanup crews will be bagged and sealed closed with duct tape or zip ties and temporarily stored in Supersacks or open top 55-gallon overpack drums onboard the OSRV, ORB or other appropriate vessel for transport to the consolidation site.

Supersack content will be transferred to and stored in 20’ x 8’ x 4’ open top, eco-barrier lined, stackable shipping containers (referred to as “gondola’s”). Prior to shipping, the gondola’s will be covered to prevent water from getting inside.

The liquid waste generated by this response is recovered diesel mixed with water and rinsate from decontamination operations. Liquid waste is stored in 55 gallon drums, 300-gallon cube totes or ISO tanks.

All oily waste will be stored at the at the in with access restricted to responders and personnel. All un-oiled solid waste generated by the response will be separated from the oiled waste and clearly marked for proper disposal.

A schematic diagram of the Waste Staging Area(s) and a site map that presents selected Waste Staging area locations (below) are to be provided to operations and/or the RP. Hazardous Waste Operations and Emergency Response equipment & training requirements for personnel entering the waste staging area are to be summarized in the Site Safety Plan contained within the IAP.

Prerequisites for Transportation

For any other wastes generated that are considered hazardous under the Resource Conservation and Recovery Act (RCRA), RP will work with to obtain an EPA Hazardous Waste Generator Identification Number. It should be noted that diesel fuel and other fuel oils are not considered a RCRA waste.

If an identification number is required, it must be obtained prior to completing the waste manifest. An application for an identification number can be obtained by calling the EPA at (800) 550-7272.

Shipping containers and documentation will comply with all applicable Department of Transportation (DOT) requirements.

Transportation

The RP will use only licensed carriers to transport the waste generated by the spill. As each waste storage container is filled to capacity, it will be shipped to at by means determined by the responsible party or their representative and approved in advance by the UC. RP or their representative will make arrangements to transport the waste, starting on .

All waste manifests/bills of lading will be provided to the UC.

The selection of a carrier will be based on price, volume, location, and availability.

RP will provide complete waste tracking from consolidation/segregation through transport and ultimate disposal. Each waste stream will be tracked on a spreadsheet maintained by RP and provided to stakeholders on a regular basis.
